    Join the Conversation Meetings

    The Transportation Plan Team is hosting conversations with community members about proposed long-term transportation improvements in the Albany area.  This long-term plan identifies priorities for future funding.  Share your opinion, and enjoy some food and drink.     Stakeholders and members of the public are welcome to attend any AAMPO meeting and provide public comments.

    Note that the February meetings were postponed until March to ensure we have final Mosaic results to present for discussion. Other RTP TAC agenda items will include: a progress report on the Regional Transportation Plan and Transit Development Plan, review of Transit Recommendations, and a public involvement update.

    AAMPO TAC business items will include a review of the Fiscal Year 2018 work program, discussion of current STP-funded projects, and review of Surface Transportation Program project applications.  Agenda materials will be sent out closer to the meeting date.

    Mosaic Process: 

    The Mosaic work is underway to test the comprehensive benefits and costs of two different “aspirational” investment strategies: 1) “Improve Capacity” with a new river crossing connecting Millersburg to N. Albany; and, 2) “Managing Congestion on Existing Corridors” using technology, intersection improvements, regional transit, and I-5 interchange improvements.

    We’ve completed the first step of the Mosaic process – preliminary travel model runs on the two scenarios. In Scenario #1, preliminary analysis shows that a travel model projects that a new rivercrossing would pull approximately 400 vehicles from each the Lyons and Ellsworth bridges during the ‘PM peak hour’. In Scenario #2, preliminary analysis shows that increased investment in the Loop would cause transit ridership to approximately double; however, this would still make up a very low portion of overall trips. We’ll share more details at the next meeting along with the full Mosaic results. As a reminder, the results of Mosaic won’t determine the final “aspirational” project list, they’ll just be another resource for consideration.

    Transit Development Plan: 

    Final transit technical memos are available at the links below and on the project website. The consultant team is currently working on short, mid, and long-term transit system scenarios based on input from the last set of meetings. Technical recommendations are expected by February.

    Public Involvement: 

    The consultant team has drafted a strategy for the next phase of public outreach. It will focus on speaking engagements and in-person outreach in March. Julie, a public involvement specialist with Cogito, will continue to assist with this next round of outreach. We are proposing to host events at specific locations in order to get input from key groups.

    Technical Advisory Committee, Transit Sub-Group meets on Aug 29

    AAMPO RTP TAC Transit Subgroup,

    Attached please find an agenda and materials for the Transit Subgroup meeting scheduled for Monday, August 29th from 10:00 am - Noon.  As attachments you’ll find a copy of the meeting’s presentation along with a packet of handouts that will be referenced during the meeting. These materials should help those participating remotely follow along.  The meeting agenda highlights three action items requested of the Transit Subgroup:

    1.   Following a review of the needs-based objectives for transit service, the group will be asked to vote on a set of proposed evaluation criteria (See Design Evaluation Criteria on Page 2 of Meeting Packet). We will review each criterion, entertain clarifying questions, and then poll everyone regarding their interest in using each criterion.

    2. The group will also be asked to select a desired type of transit service for a number of identified corridors/places in the AAMPO area.  We will review the options and vote on short, medium and long-term service needs for some sample corridors.  Then each of you will be asked to select service types for all of the corridor segments following the meeting (See Worksheet on Page 6 of Meeting Packet).

    3.  Then based on what we discussed during the meeting, the group will be asked for advice regarding how best to develop the two short-term scenarios that will be evaluated for implementation in the next 1 to 3 years. The two scenarios should differ in that they “test” different approaches and one final design (either one of the scenarios or a hybrid of the two) will be carried forward.

    Regional Transportation Plan Framework ADOPTED

    Regional Transportation Plan: On March 23, 2016 the AAMPO Policy Board adopted a Regional Transportation Plan Framework.  This document identifies goals and priorities for the regional transportation system and a constrained project list through 2040.  Adoption of this document followed a proactive public engagement process and completes the first phase of developing the MPO’s first Regional Transportation Plan.  The MPO will continue to work over the next year to refine the MPO’s goals, priorities, identified needs, and projects to be prioritized for funding over the planning horizon.  The second phase of the process will include development of an unconstrained project list, consideration of different development scenarios, fulfillment of Oregon Transportation Planning Rule requirements, and development of an Albany Area Transit Development Plan.

    March Open House to Share Draft Framework

    In January of this year, the Albany Area Metropolitan Planning Organization hosted a series of meetings on transportation goals, conditions and projections. Now the project has a draft list of transportation projects to share with the public. Stop by to review the Draft Regional Transportation Plan Framework (goals, objectives, and transportation project list), and tell us what you would like to see in the next 20+ years.

    You will also have an opportunity to comment on a Draft Transportation Improvement Program that prioritizes projects for funding by the MPO over the next 3 years.

    Project Kick-Off Meeting on July 22nd

    The Albany Area MPO will hold a kickoff meeting for the Regional Transportation Development Plan and Transit Development Plan on July 22nd.  This kick-off will be a joint meeting of the AAMPO Policy Board and Technical Advisory Committee members, scheduled during the regular AAMPO Policy Board meeting.  Agenda items will include:

    • Project introduction, project timeline, and outline of state and federal requirements
    • Introduction to the Mosaic least cost planning tool, which will be used to consider and prioritize  projects
    • Review and approval of a Public Involvement Strategy
    • Review and discussion regarding proposed goal and objective areas for the Plan

    The public is welcome to attend the kick-off meeting.  There will be an opportunity at the beginning of the meeting for the public to share ideas.  For specific information on the meeting time, and place, send an email to Theresa Conley: tconley@ocwcog.org.
